There’s a tavern in Valdrakken that has an NPC at the front, you can talk to them to shoo all of the other NPCs out of the building. It essentially creates its own phase, that people could opt into by purchasing a ticket from the initial NPC.
Or something along those lines. I only used the place a couple of times so my memory might be a bit foggy on the details.
Having " . . . " over your characters head when you are typing.
and if you really wanna go all out…
having the " . . . " be color coded for text channels with them being fully customizable for the users tastes.

I already updooted a lot of the above in agreement. I’d love for phasing to be more transparent like SWTOR, Elixir of Tongues to become irrelevant, and the chat system to be overhauled.
This is tangentially related, because not every guild is an RP guild and not every roleplayer is in a guild, but…
The backend guild UI desperately needs a re-haul alongside any chat system update. To be able to tag name or perhaps even roles in guild chat like Discord, have multiple guild channels other than just Guild and Officer, etc. would be a wonderful boon for in-game guild communication.
Also, maybe update the calendar as well? Back in the day, the in-game calendar was used for so many different events until Discord superseded it. Allowing cross-realm invites, role-based invites, and overall giving more in-game event options to players could be awesome as well.
Chat, Guilds, WoW communities – horrible UX/UI. Communities had such potential but were implemented so poorly. It would do so much for the game to fix this. Also, giphy integration into guild chat. Not an RP thing but just QOL 
It would be cool if there was some architectural feature you could interact with to make a new phase in specific areas, allowing you to use parts the open world for phased RP.
