Report it and move on. Blizzard already banned people for that exploit.

I can confirm that this happened to me a few days ago. I was standing in Gad and I got killed instantly by someone who was standing in front of the Inn towards the middle. This player was on the ground, not on a building, and did not aggro any guards. I thought it was a fluke but I guess not?
Has anyone reported this as a bug?
False, he isnāt using the terrain or buildings in a way that guards cannot aggro to him or where they cannot walk to.
The guards just have patrol routes that make it so you can safely attack people in town without aggroing them, that is not an exploit at all or against rules.
Itās PVP. You rolled PVP. This is what you get. I warned people about all of this prior to launch. Neutral guards are almost worthless, perhaps worse, because they actually stop you from fighting back.
No, there is a specific bug where you can stand in front of the inn, in a particular spot on the ground, a tiny clump of pixels, and if you stand exactly there, guards wonāt aggro while you attack and they will instead kill any victim who heals themselves etc.
As far as I know itās called safe spotting and is an exploit for which they suspend players. You should report
Theres a clear difference though. If you stand in that spot during a guard patrol, they will kill you, but if you attack when they walk out of range, they wonāt aggro. The difference that makes safespotting an exploit is that its impossible for guards to path to you. This is not the case.
I love the internet lawyering of topics like this. If the player you are engaging inside those walls cannot defend themselves because they would get the guard aggro, it is safespotting. Clear cut.
But even if the guard is walking past them in his route, or I am standing inside a guard. There is no aggro.
He could shoot me inside the auction house when he was only a few yards away, while I occupied the same space as a guard.
Correct, Iāve seen it myself, that person is exploiting a bug. If mass people report him then he will get banned.

There are many spots in town that donāt Aggro the guards, as long as either the ganker or ganked donāt go near the guards you are safe.
A few seconds after combat ends you are friendly again and can walk safely amongst the guards.
Just find a gap between guards standing and patrolling and boom 1 dead low lvl!
Blizzard has had 15 years to put up an invisible fence and they havenāt done it.
Let me know how well you succeed at getting on the roof while a frost mage is attacking you.
But as far as Iām aware if you are just ranging the guards itās fair game. You have the ability to chase after him or run into the town. If heās within the town and safespotting via roofs or whatever then itās an exploit.
Sorry, I forgot to mention (some already know what I mean), this all occurs with myself and the attacker on the ground.
I occupy the same space as a guard (e.g. sitting on the guards in an inn, in the AH, just outside the AH), on the ground.
The attacker was sometimes within 10 yards and always on the ground as well.
He is accessible by the guards, but the guards donāt recognize Iām being attacked by him.
This is not occuring where guards are somewhere else on their patrol. Iām standing on the guard
Iād say report the player. It seems fishy that someone on the ground isnāt aggroing guards. The player may have unintentionally bugged out and isnāt generating guard aggro, but if heās discovered heās bugged out and is exploiting it thatās just as actionable.
Me being ganked, standing on the guards who are sometimes only 10 yards away, also running through guards while being attacked and in combat and at no point do the guards aggro. The frostbolt is making contact with me while I am on the Bruiser and he doesnt recognise Iām being attacked. He is freely chasing me from point to point, making his attack when heās a short distance from the guard.
So even though I am near the guards like you say, I am not safe.
