Referring to ticket #98763973.
I have repeatedly explained my issue and request, but Blizzard customer support seems not to understand my problem or be willing to solve it, responding instead with what seem like generic automated replies.
Where is the best place to file a customer complain?

You’d file one when your close your ticket and you should get a GM survey. But what would be the issue? Not everything a GM is able to handle or given the green-light to do.

Just to clarify, there are no automated replies. A person looks at every ticket and most cases they use template responses to try to help consumers solve the problem on their own to speed up queue times.
Regardless, as Zenjy mentioned, what is the issue you’re having? We can’t see tickets and while CSRs can see tickets, they don’t have the same powers as a GM.

What is your issue? Some things they can not help with, Gm’s can be limited on what they are allowed to help with.

Yes, and our Game Masters have repeatedly told you that unfortunately, that’s not something they can assist with.
Bugs are under the purview of our developers. You were also given instructions on how to submit a bug report, how to submit feedback, and how to submit a review.
This is simply not something a GM can help, Elfz.
