Is it against ToS to keep remaking allied race toons to farm it?

Not really. What you do with your time is your prerogative, and this doesn’t seem like anything rule breaking.
If this is a ToS breach then I guess making alts for the sake of mount farming is one too and half the player base would be banned. lol
You probably don’t have anything to worry about.

BUT…they won’t work because lvl 70 or 80 to equip:
Lowby allied races won’t be able to use it for a while to add to transmog.
it’s always important to check details when you go to wowhead… that staff is not the same one which drops now.
it is no longer obtainable, because it was the level 80 staff.
…before any sort of scaling existed.
Does it scale now? That’d be seriously OP on a twink…if they could stay with xp paused lol.

Crit and haste are good on it.
why would it be OP if it’s scaled to the level of the user?
if it drops for a level 20, it doesn’t have level 120 stats.

Doesn’t all the fancy holiday stuff like the mounts and this scythe only drop from the purple bag of goodies you get? Meaning a low level player who gets the green bag won’t have a chance to get it.
Is the staff still available to low levels? Low levels can no longer loot mounts off holiday bosses.
I got it on my 120 DK out of the bag I think.
It’s one of the exceptions. You can get the Scythe from the lowbie bag, but I think you can’t get the pet from it.
I got it years back on 2 100’s the same week, when 100 was max level.
Is it rare? I got it to drop and didn’t think much of it at the time
Marked as 5% on wowhead, but yeh it’s this holidays equivalent of the mount.
Lol when it dropped for me people kept saying grats. I wanted to give it to a caster but it was soulbound.
