Next Friday will be the end of free character transfers. Only one transfer per realm, maximum three per account. Transfers will happen in a batch process Saturday morning. If your character has mail waiting, it cancels the transfer…too bad, so sad.

As far as I know, they haven’t specified an end date. They are basically waiting until the destination realms are full or the source realm’s population comes under control.
Simply put, if you want to use the free transfer(s), do so while they’re still open, but understand that they can close at any time.
