You should consider add ing a vendor for guilds to keep farming Fragments , make each fragment cost x badges from ToGC this will allow guilds to maintian a progressive raid schedule but also keep farming new/incomplete val’anyr
They already did put a vendor in most gdkps sell their fragments for about $20 each in tokens.

The point is to make you return to uldar it’s the whole reason the gear was buffed and why they plan to not nerf uldar.
Making it so you can jsut buy val trays from doing heroic plus and the current raid goes directly adverse to there stated goal so why would they do it.
Valanyr is BiS for the entire expansion. Back in original Wrath ULD was farmed til Cata prepatch for those shards.

Were not doing a raid tier of uldar. Not making something irrelevant is not making “another raid tier of uldar” it’s keeping it relevant which was blizzards stated goal at the start of uldar. It’s not another tier of uldar it’s uldars relevance not ending exactly as was the stated plan. Ya they are making uldars phase longer. That was outright stated by blizzard. They want uldar to last longer as that was the main complaint about it the first time round it was removed in relevance by toc to quickly while nothing to do durring toc as toc had to little content:
