Logged in after the weekly reset this morning like usual, picked up my vault, picked up new weeklies (proving that I didn’t stumble on the “was online at reset” issue), and none of the eligible weekly quests have dropped my Fractured Spark of Fortunes. A friend also said they did not get theirs from the Pinnacle weekly after reset.
I should be able to combine a whole spark this reset for another craft, but I strongly suspect the free half-spark we got two resets ago is now counting against us.
EDIT: This issue seems related to but independent of the aforementioned “online at reset time” issue. It seems the eligibility for Fractured Sparks does not change over at the same time as the weekly reset for some reason. The friend I mentioned relogged before turning in Urge To Surge and got their spark, and I’ve done the same with the Worldsoul weekly. Really, it’s already bad enough the reset issue has been happening since the pre-patch launched, but there is simply no reason that the spark eligibility timer should not be aligned with the reset timer.

So, did I cook myself by doing the quest too fast in the morning reset? I got no fractured and was banking on crafting a cloak this week for prog.
If you have any of the three main Undermine weeklies available (or the Pinnacle, e.g. if you didn’t do Worldsoul yet today), then they are working. I think you’d only be screwed if you managed to complete all four too early.
This is incorrect, I completed these hours later and was not awarded a half spark.
I am a “Online before Reset” character.

Same for me
I opened a ticket and now I’m hoping to just get it through content
I specified in the OP that I wasn’t talking about this scenario. Any posts I made afterward are in that context. What I said was correct.
Which Undermine weekly quests are you referring to? I have selected a cartel.
3 scrap heaps, 10 job tasks, participate in Surge Pricing.
My DK has an extended bug related to Fractured Spark of Fortunes, but he didn’t get one this week either from doing the world soul quest.
Did all my weekly quests and didn’t receive one either. So far on an alt, I haven’t received one yet as well.
Same logged on looted my vault grabbed the weekly’s turned them all in and nothing
Same boat no 1/2 spark was logged in before reset…
Same situation. Basically everyone I know was able to get their spark this week and craft something except for me. Thanks Blizzard.
What are the odds we don’t get our spark reimbursed
I got a response on my ticket and they basically said:
I understand that you didn’t receive the Fractured Spark of Fortunes after completing the Worldsoul quest.
I was investigating the situation, and right now we have a lot of players that are confused with this situation ( • ᴖ • 。), here I have an article that will help you understand in which cases you have to have all the sparks:
Missing Fractured Spark of Fortunes
If you have more questions about, please do not hesitate in contact us back at any time, we know that this issue is a little bit tricky uwu. We really appreciate your patience.
And the ticket was closed >.< So I’m guessing we just don’t get one.
Gets punished for playing too much. Nice.

This article doesn’t even pertain to the situation. It’s about people who lost more than one fractured spark to the first week’s quest (“A Golden Circumstance”), and were meant to not get a spark on the week of March 18th (aka LAST WEEK).
Blizzard support at their finest.
Same. I’ve put in ticket as well as bug reports. This character is down (2) Fractured Sparks, considering THIS week would be your 6th. IE - your 3rd Spark of Fortune- I’m sitting at 4-Fractures sparks currently despite having done all the things (raids (LFR/Normal/Heroic, M+, and Pinnacle Quests).
That’s what I replied back on my ticket! I said I should be at 6 fractured sparks this week and I’m only at 5 after not getting one from the World Soul quest. I crafted a weapon with 4 of them (2 sparks) and now i wanted to craft today
I’ll update if they respond!
