IMHO. They really need to stop doing that for tier if they are going to make getting 4 pc such a massive increase in the character’s performance.

You make no sense. M+ tier legs are the same as the raid legs, same bonus, only higher ilvl.
Guildy just had 1 person win 2 tier tokens off the same boss.

And for the record, there’s even special mouseover text for it. It was something like, “You can’t roll on this as you have a more powerful version of this item.”
If it happens again this week when I do LFR, I’ll take a picture.
If you are going stand there and say “only people who are getting an ilvl upgrade can roll on an item” what you have done is incentivized taking the scrubbiest barely-meets-the-ilvl-requirement characters possible into LFR, and it will just be a contest of who can out-beggar each other more for the item.
Transmog is important. Just because you don’t feel it’s as important doesn’t make it not so. Without it, we would not have geared people doing LFR and the success rate of LFR would be abysmal.

Because again : tokens can proc enhancements, which are exceptions to the restrictions. You can roll need on items with enhancements, thus you can roll need on multiple tier tokens.
Funny enough, WoD had the real solution which was LFR having a separate Tier that did not share bonuses. But then they had to beg people to run LFR.
