My point with the 99th percentile argument is not that the run was consciously pulled with a specs CD’s in mind, it’s that the 99th percentile parse is probably the run that just happened to be pulled that way for that particular spec.
So in terms of judging the relative performance between specs the numbers should be fairly close to representing a specs potential in a well run key.
