All of the Proto Drakes were supposed to award 310. Originally it was only for those mounts and then eventually was something that you got for all your mounts if you had a proto drake. When is this happening?
You are talking about the ulduar achievment mounts, it wasn’t all proto drakes

only raid drakes, glad mounts, and some of the rare ones like alar are 310

Not all, glory of the raider and what a long strange trip it’s been gave 310% speed. Later in cata if i remember is where you could buy 310? or was it mop, been too long.
pretty sure 310% riding (or Master Riding as it was called) was introduced in Cata.

There were very few 310 mounts in wrath, and none were easy to get.
The violet proto drake from What a long strange trip its been, ashes of alar and the gladiator mounts were the only 310% flying mounts during wrath. I specifically remember getting all the achievements done for the violet proto drake just so i could fly at 310% because i could never get my arena rating high enough to reach gladiator.

Mimiron’s Head was another 310 during WotLK.
We got our 10man raiding drakes and they are definitely 310%, so it seems to be working as expected.

I got my 310% by Glory of the Raider 10 man
Raid achievement holiday glad mimis head and invincible. Ashes in tbc. Iirc glad mounts in tbc were only 280
All of the raid achievement ones were 310, including the 10-man versions. This means:
Plagued Proto-Drake (Glory of the Raider 10 player)
Black Proto-Drake (Glory of the Raider 25 player)
Rusted Proto-Drake (Glory of the Ulduar Raider 10 player)
Ironbound Proto-Drake (Glory of the Ulduar Raider 25 player)
Bloodbathed Frostbrood Vanquisher (Glory of the Icecrown Raider 10 player)
Icebound Frostbrood Vanquisher (Glory of the Icecrown Raider 25 player)
Gladiator mounts were all 310 as well.
