When trying to mog my Polearm to the artifact weapon Fans of Ashamane with a weapon enchant, it only applies on the right dagger and dose not appear to work on the left dagger. Bug or intended?

Mine is doing the same on my monk even though I have 2 one-handed weapons it will only enchant the main hand and refuses to work on the off hand.
