Sorry, I was just updating. If you review the Character Transfer Information and Restrictions article you’ll notice that it lists a cooldown for character transfers. It also lists a cooldown if you recently boosted the character. The Article for Faction Changes does list Transfer as one of the services that will be prevented for 72 hours if you Faction Change, so be sure to Transfer first.
