I tried to faction and server change one of my characters about a month ago. The character shows up on the original server with original name, and the transfer server with an alpha numeric name change required name. but I am unable to login with either character. Throws error “You cannot log in until the character update you recently initiated is complete.”

I’ve done server and faction transfers before they’ve always been completed within 24 hours.

This is unacceptable.

Then open a ticket for a purchase issue with billing and ask them what happened to cause this. The most likely thing is that the payment did not go through for some reason or other.
