Shaman have better damage specs than Paladin, certainly more burst, but they’re still burdened by being a hybrid. Other damage classes just perform significantly better. Plus, as another here has stated, Windfury can’t proc off itself in 1.12. Clearly there is a lot of misinformation about Enhancement, but I think a lot of people have clouded judgement because they believe they can be the next Unbreakable. lol
I have seen Paladin who did some truly ridiculous burst damage in PVP, just as much as a Shaman…
When I say ridiculous I am talking 2 to 3 shotting enemy players… Actual 2 to 3 hits in the combat log…
Players now days would call it “Getting globaled”

I wish that were the case… The paladins I am thinking of were in a mix of R14 / BWL / AQ gear. .
One of them literally 2 shot a R14 rogue in a duel… No pots, no flasks, no BS… Paladin back then did not even have Avenging wrath, they just did flat out ridiculous damage when set up like they were doing. It was end of the era and they had Repentance, so they were deep ret and not Reckoning.
I honestly don’t know what they were doing differently but they were doing something different than other Ret paladin, because everyone feared them.
I know prior to the revamp having a slow weapon could do fairly massive damage with white crit + SoC crit back when SoC was 100% of weapon damage.
Even after they lowered it to 70% getting back to back procs/crits would unleash massive damage.
We didn’t call it Seal of Casino for nothing. Sometimes you hit the jackpot =P

Seal of Command was, if I recall correctly, 6.8 PPM.
This means that with a 3.8 speed weapon, each white hit had a (6.8)/(60/3.8) = 43% chance of proccing Seal of Command.
The odds of two attacks in a row proccing it are therefore 18.5%.
That’s not that rare. You’d see it a lot. Not every time, but pretty often. (It also means that the chance of going two hits with zero procs was 32%, so not unheard of by any means, but most of the time you’d see at least one proc in two attacks.)
Seal of Command itself by nature isn’t consistent. If it happens a lot, you’re just getting lucky.
It’s possible they were just waiting for a good white crit + SoC crit and then throwing out a Hammer of Justice -> Judgement of Command.
Against stunned targets, JoComm does a base 339-374 damage and scales with 43% of spell damage including Judgement of the Crusader.
If all 3 crit, that would be some heavy damage but that also relies on 3 crits. It also means using the highest rank of Seal of Command, which leaves you open for Purge spam.

Since I can remember back in vanilla, the horde complained about Paladins. Some things never change.
Stealing is okay as long as it can be done skillfully. (The Paladin doesn’t see it)
Pop Natural Alignment Gem and any +SP Trinket, 2k+ Lightning + ES Crits.
