It’s possible that the situation changed, since Kal’s response is an hour old while you mentioned having a ticket open a couple of days ago. It can’t hurt to reopen it just in case. 
In my experience, patch week is a time of rapidly changing flux when it comes to policy and what the GMs can help with!
yeah i reopened after that response immediately still waiting on a response
only at a day so far so surely someone will get back soon to me.
This is often true as we hear back from QA and the dev team about specific bugs and what we’re approved to make changes to. It can get a bit hectic around here on patch weeks!
and if this is something that gms can’t change? are we supposed to just delete the toons and start over on another because we cant progress any further? these are legitimate questions not belittling or raging. because after waiting for the assault to reset to continue the cloak questline and then dealing with this is kind of crazy. as this is the biggest mechanic in the game atm of upgrading the cloak.
Edit: yes i had to specify that i wasn’t raging as my questions could come off as combative.
If Game Masters are not given approval to change things, it means it’s something that the QA team and WOW development team need to fix. There are issues where if a Game Master changed something, it could break other things going forward - so we generally have to wait for the QA team to investigate a problem, test some solutions, and find solutions that are safe for Game Masters to perform.
In other situations, there are problems that the QA team investigates and finds a solution that will fix all affected players without Game Masters needing to do anything so they ask us to hold off and wait for that.
The game is extremely complex, so it’s not always a process that happens quickly or in a straight line. Sometimes we get told we can’t touch something, then later it’s discovered that doing something different will work and that we’re safe to do that instead. This can make it look like Game Masters are being inconsistent in the way they respond but often it’s just because of how often things can change.
(that’s not to say that a Game Master can’t be wrong. We make every effort to avoid mistakes but there’s a human at the controls and we all have off days)

i dont know how to link certain passages of a response to respond directly to so this is for your 3rd paragraph first sentence. so i should basically abandon my main currently until this is fixed because i have 3 alts with the same/more progress on cloak because not being to upgrade the cloak puts me significantly behind in being able to raid because of not being able to use more corrupted gear/not decreasing my sanity loss by enough?
I really can’t answer that question for you. You’re free to play whatever character you would like right now.
i would love to play my main which is this rogue but there’s no point if i cant upgrade my cloak which as you said is something that is not necessarily going to be fixed quickly.
