Eye of the dead on use effect seems to be bugged for aoe healing spells like chain heal and prayer of healing. It consumes a charge for every target hit but is not using charges for HoT spells like rejuv and renew while still giving them the +healing effect.
Priests and druids can spam hots for the entire duration of eotd and get some busted healing.
Please fix this bug blizzard. Naxx is quickly approaching the 2 month mark and this item is not doing what it says it should be doing.

While on the flip side Druids/priests are able to use for the full duration casting hot’s and not remove any charges…
Another call to fix for chain heals and other single cast spells.
This is intended and how it functioned back in vanilla. Its one of those things that some people call bugs and other call mechanics. Scarab Brooch is all sorts of weird and Blizz has done nothing regarding it too. Seems to be a thing for healer trinkets.
