Had the same blue glow bug. Compute Effects was the single option which fixed it for me. I had it on Low, changed it to Disabled and the blue glow disappeared. If I toggle it back to Low (or any other setting) the bug does not come back while playing. If Compute Effects is left on Low when exiting WoW then the bug comes back – any other setting like Disabled/Good works fine.
