I think you’re missing the real reason why we have a new, phased HC server

If they [Blizz] want to attract players for the Anniversary Fresh, one of the ways to do this is to say: “Try out HC, you can always go to the normal Anniversary server if you die or simply do not want to play HC any more.”
The more ways to enter the Fresh, the better from Blizz’s point of view.
And if players have to be able to move from HC to Normal fresh, we cannot have them moving from Defias or Skulk Rock at level 60 in p6 gear to the p1 Anniversary fresh.

The idea in my opinion is not half bad, but needs to be extended to TBC as well. There’s nothing gained for most of us in leaving our old level 30 - 40 50 characters behind to go to the new, anniversary HC if we’re not in for realm first or some other bragging rights
