I got help from an in-game rep who played my toon to see how equipment manager worked, but it didn’t really solve anything since it is still happening. I was surprised that in-game reps can do that – play your toon while you’re on another one while on-line. Anyone else surprised by this?
Not really in this forum, as there have been times the Support Forum Agents asked a player to log off a character so they could check something.
It’s not a normal thing they’d need to do, and usually the answer ends up being either (1) it’s a bug, reported to QA, or (2) it’s a client-side setting, addon conflict, or corruption requiring a full UI reset.

We can indeed borrow a character if necessary.
If it didn’t happen for them, but it does happen for you, that is almost always a case of a corrupted UI. I’d try a proper reset UI, see if that sorts things out.
