3.) They have to be full of quests that you pick up via relevant chains from the surrounding zone/s…this is necessary because it adds to the continuity, relevance, and sense of accomplishment to keep them vital and keep players engaged.

On top of this, I would make it full Vanilla style with quests existing for the dungeon hidden in odd corners of the game, giving party members reason to share quests. It feels great to have a full load of quests in your logs that you can share to party members!
