I had it frozen, bought it. Then I refunded it and now it is not frozen anymore, is there any way for me to buy it now without waiting for it to come back to trading post?
The act of buying it removed the “freeze” on it, I think. That would be an intended function of the programming. It is meant to let you buy something then free up that spot for something else if you wish.
You would have to wait until it comes back to the Trading Post, or to the additional vendors that they have this month.

That does confuse me, as it was frozen until earlier yesterday. (I had bought and refunded it about a day before then) Thank you for the solution though. <3

When they first introduced this the frozen item had to be physically removed to freeze something else, looks like it was fixed.
I’m not so sure. Or at least not convinced that was intended behavior:
When you freeze an item, it will stay available month over month until it is purchased or replaced.
Agreed it was that way because of a bug, vaguely remember it being talked about in these forums as people weren’t able to actually change the frozen item unless they removed the old one.
