Enemy Player Faction Health Bars Don't go away?

Is there a way to turn off opposite faction nameplates if not PVP (me or them). I toggled off Enemy Players under Names, didn’t go away. It will go away if i turn off ALL (v) enemy units but i would like to keep the npcs.

I used an addon to turn it so their name not their health bars show but in Dalaran the health bar comes back.

This drives me batty. They never used to do this.
