Confirmed, turn on warmode pickup quest and it works.
I was finally able to soulbind with Emeni last night after being stuck since Tuesday night. However, I didn’t follow all the steps others have listed. I simply logged in with WM already on and the quest already picked up. She was no longer phased out and I was able to soulbind with her. I don’t know if this is fixed or partially fixed, but it did finally work for me.

I have the same issue!
I had trouble completing it with war mode off. I went to SW and turned on WM and was able to complete the questline. I did however make sure that I abandoned the quest when I had war mode off so that I can try again to get it during war mode. worked for me.

Abandoning quest / not having the quest, going to Stormwind, turning warmode on, and then hearthing back allowed me to soulbind too. Odd fix, but working.
WM worked for me as well.
Warmode worked for me.
