It was on the PTR for months and before that, the vote itself said it was only for catalyze pieces and for a tier set TOKENS.
People need to read things. You don’t just make assumptions and hold other people to assumptions that you’ve created.
I think the main issue was that wowhead posted the screenshots showing the tier sets for vote which included past PvP elite sets from s1/2
Now I understand that wowhead is not official news from the devs however their own customer service reps send people to wowhead for other in game issues. I can see how people may have inferred via wowhead that they were voting on sets that would include previous season elite tier sets.
The failure here is that no blue post came out and stated specifically that they would not be returning. For those stating that they’ve never brought back elite sets… many people thought tcg was never coming back but now every month we get some old tcg item from twitch/prime etc. Just because they haven’t doesn’t mean they can’t or won’t.

If you didnt earn it during the season it was available you dont deserve it now
It didn’t say that back in season 3, so they changed it. Thus they returned a set from a previous season

those are considered season 3 and 4 sets by blizz

Why say new gear sets if it’s just extended time to get s3
