Easy Fix Below:

  1. Allow free transfers from the “Mega Servers” to ANY other non “Mega Server”.

  2. Turn on/bring back RDF, this would allow even low pop servers to have people to play with.

  3. Cross Realm

By doing this, it will encourage people to transfer and not have the worry of not having people to play with to an extent.

NOT perfect, but it would help.
