Durotar, specifically Bladefist Bay, seems to be phased for me in a way that makes it impossible to complete “The Hand of Fate” quest as well as some of the ongoing brewfest quests. Looking through old posts this seems to have been a pretty common issue in the past and I looked into whether I started quest chains that could cause issues but I don’t know if it’s because I faction changed this character to horde in I think Shadowlands, but all the potential phasing quests came back as false for completion.
The most common solution I saw was starting the dragonflight intro but I believe I have already done them as Ebyssian is not in Orgrimmar just an NPC that can show me Deathwing’s fate or w/e.

After being unable to see the boat for weeks, today I managed to get into the correct phase for the boat by doing the following:
You will need a friend or second account with a character who has NOT done the Dragonflight intro and has NOT done The Hand of Fate quest. Both players must follow these steps.

Party up with your friend and Level Sync with them

Both players go to Dalaran and pick up The Hand of Fate from Khadgar. You may need to do a few quests first before this quest is available.

Go to Orgrimmar and go to Ebyssian
-
Both players accept and complete the quest “The Dragon Isles Await” from Ebyssian
-
Both players accept and complete the quest “Aspectral Invitation” from Ebyssian
-
Both players accept the quest “Expeditionary Coordination” from Naleidea Rivergleam, do NOT take any action on this quest after accepting it
-
Both players accept the quest “The Dark Talons” from Scalecommander Cindrethresh, do NOT take any action on this quest after accepting it
-
After accepting both of the above quests. a portal to The Dranosh’ar Blockade should appear near to Scalecommander Cindrethresh
-
Take the portal to The Dranosh’ar Blockade

The boat should now be available as expected, and you can hand in the quest to Lady Liadrin
BOTH Players must have The Hand of Fate in their quest log for this to work.

From what I can see, Caharan, your Death Knight appears to be in the Broken Shore intro from Legion, which is strange because I don’t show that you have started that quest line in order to be in there.
I’d recommend visiting the Warchief’s Command Board in Orgrimmar and picking the “Fight the Legion” option under the Broken Shore panel. Once you do, visit Holgar Stormaxe in front of Orgrimmar and see if you can select the option to skip.
If you can, then that should put the area back into the proper phase so you can complete the Hand of Fate and Brewfest activities.

Thanks very much, I had two alts stuck in the Legion intro without being on the quest.
The “Broken Shore” option wasn’t on the callboard, but talking to Chromie and selecting “Return to current timeline” and then choosing Legion as your new timeline does the same thing.
