Why are Druids in flight form able to whirling surge us off of mounts, but using Whirling Surge on a druid in flight form does nothing to them?

Because Druid always gets special treatment.

They aren’t on a mount, they are the mount. There’s nothing for them to fall off of.

They should either not be able to whirling surge us… or be knocked out of flight form when they are surged. They shouldn’t uniquely get the benefit of dragonflying without the drawbacks

But to reply to OP, the reason why they can’t be dismounted is because Blizzard sucks at fixing their bugs.
No one other than Blizzard can give you reasoning about their programming of their game.
Expecting another player to give you a logical reason for decisions/bugs in a game where they don’t have access to the backend just invites facetious statements.
If you want to provide actual feedback without having other players converse with you, there is a system in-game which you can use.
If you want to report a bug, there is a bug report forum for you to do that in.
This used to be a thing but when you try to report a bug in game it just auto redirects you to the bug report forums. You’d still have others conversing with you regardless.
You can report bugs on beta/ptr buttons though I guess, but that’s only on those versions not live for some reason.
OH BROTHER You have no idea. You should’ve seen these forums months ago when I was creating a thread every single day asking for them to fix dismount bugs.
Ended up getting a vacation for that after 42 consecutive days of posting on War Mode and Bug Report forums the same thing. Shows how little they pay attention to these forums and how none of those bugs are fixed. 
The War Mode and World PvP forum is not the Bug Report forum.
Didn’t say it was…? OP posted it here sure but it doesn’t matter if you post it here or there.
If you post it on bug report forums you’ll have trolls comment, “tHiS iSnT a BuG” and tell you to take your “suggestion” to the War Mode forums.
You post it here and you get people saying to post in bug report forums. Never ending battle lol

These forums are specifically so players can discuss the game, and while sometimes a Dev might read them, it isn’t a great place to leave feedback.
If you want to provide feedback that a Dev will definitely read, without having other players give you facetious responses:

See, that’s where we disagree, so it doesn’t really matter whether we post it on the bug report or War Mode forums. You can think it isn’t a bug, while I or others can think it’s a bug.
You can see it as a feature or I can see it as a bug.
A dev will not “definitely” read whatever we put in suggestions or even bug report mate.
I’m not saying that it’s a feature. It’s probably an oversight.
It isn’t a bug, because it isn’t an unexpected mechanic from being coded incorrectly.
And it probably won’t be fixed, because you people can’t work out how to make a suggestion.
Even when you’re told specifically how to.
Me and you are going to go back and forth on this, because you and I are simply going to see things differently, but it is coded incorrectly.
Blizzard gave the druid Flight Form the Skyriding capabilities but didn’t recognize it as a skyriding mount. It’s a similar bug as to why Net-o-Matic only works on Druids while theyre in the air and not while they’re touching the ground (for this one in particular, this was never a problem before they consolidated Travel Form into one spell.)
Whatever you say man. I could link you all the different threads I made about this, both on bug report forums and War Mode forums.
For me atleast, I didn’t specifically say “this is bugged and needs fixed” I gave the issue and gave suggestions on how the devs could go about fixing it. Whether or not you want to debate if there’s “anything to fix at all” is besides the point, I offered suggestions already.
Blizzard simply just doesn’t care about WPvP.
