You can’t get flightstones anymore, so if you don’t already have the achievement you can’t get it now.

The item upgraders (and probably exchangers) are technically “generics”. Like a deployable repair hammer, the catalyst exchange point, etc., they’re all copies of a reference utility.
I can still access BfA-era items via modern upgrader.
