I just got the legendary staff on my 120 mage, is it possible to transmog the staff onto another staff?
It’s not possible to use the final, legendary appearance on other staves at the transmogrifier - that staff appearance is unique.
However, you can mog its previous appearances - Runestaff of Nordrassil and Branch of Nordrassil.

Its a legendary so no. Only one exception i know of to that rule and it is the warblades.

Legendaries are transmogable. I have transmogged Legion legendaries on other gear many times.
Legion legendaries work differently from all other legendaries in the game in that aspect - older legendary items cannot be transmogged (apart from the Warglaives of Azzinoth, which have very specific requirements and an achievement tied to them.)

You can also transmog the legendary cloaks from Mists of Pandaria.
