It’s been pretty standard for pre-patches. You don’t need to be so dismissive. FOMO is a really bad pattern because it burns out players and thus hurts blizz.

This is how Blizard gets people to play - it is psychological - we feel the need to have everything. We don’t NEED it - we don’t have to sit for hours and farm - part of your brain wants to though. If you got it first drop, you would turn off the game an hour later and go read (thus, rep grinds!). Soooo, it is sort of a participation award people want. If you put in the hours - you get the item, if you don’t you are out of luck. Yes, some people don’t have time to sit for hours. They won’t get the item…it’s just a virtual thing. NOPE: I would lean towards having a limited time event for a major launch not be so grindy, and make the special item a bit easier to get so everyone has a memorable item from launch week.
