The old world isn’t build nor designed for dragon riding and dragon riding can only be design for future zones the old world wasn’t made for it. Also traditional flying is a lot more convenient due to the fact you can remain on the air and not Computer generated NPC can touch you.
It is. Soar is dragon riding, and it works just fine. It just needs the vigor system and its cooldown removed to work like dragon riding. And its speed unnerfed, of course.

Unless you use Mail Armor or anything, if you’re a main plate/cloth/leather you are not creating a drachtyr to farm transmog, so is REALLY limited playerbase and they make it seem that everyone is doing so, like on my guild, 2 people said that they’ll create a drachtyr at some point, everyone else will stick to their mains.
They’re making a problem where’s none
There’s not only tmogs to farm, battle pets, achievements and mounts are the biggest.
There is incentives to do so for a major time saving investment in the long term.
It will still be faster than flying and the gameplay can still be tuned to be better.
