Probably because having a character with no gear slots would be considered boring.
also because you have a visage form that can magically take advantage of your armor when you’re in that form.

Not mechanically. Visually.
They have custom armour for almost every gear slot. It’s asinine to assert that they don’t wear armour in their true form when it’s so blatantly obvious that they do. It’s like half of their customization. To say your premise is flawed would be an understatement.
No, what’s asinine is your assertion that because blizzard made a couple of custom sets because they forsaw ahead of time people wanting to mog in dracthyr form that you have a God given right to mogging yourself all up like hello kitty island adventure wardrobe.
Clearly these “sets” are locked sets that can only be used in a particular fashion, with limited colors. In fact they are more ornamentation than “armor” because when I speak of “armor” i do not speak of “stuff you put on” but rather the loot player characters get from raids, dungeons, whatever.
I’ve given out medals in the past for feats of mental gymnastics, but your routine wouldn’t make it past the qualifying round.
It’s okay to be wrong. Maybe take that to heart before being so belligerently ignorant about something.
See, acknowledging that you are wrong is a great first step, good for you!
That was my initial thought, too. To prevent any sort of gear conflicts, just add Evoker tier (and whatever else) as a barbershop unlock. The Dracthyr and Visage forms should be transmogged entirely separately.
They seem downright immodest, too, if you don’t pair them with a baked on belt.
This needs to happen!
It does. And so does showing Evoker tier in the draconic form.
