Faction Imbalance on PVP servers - Solutions

To help resolve the faction imbalance, I have some ideas. Don’t allow cross server battle ground queues right away until the balance is more scaled out. Let it be server only. This will entice server transfers to avoid long queue times. Open up transfers for Alliance from alliance dominated servers. There are a lot of pve alliance dominated servers.
