Does Pre-purchasing Shadowlands grant all previous expansions?

You cannot pre-purchase Shadowlands without a license that is already upgraded to BfA.

Nope. But BfA will likely be added to all accounts for free some time prior to launch in the same way a few of the more recent expansions were.

I’m afraid not, Jackies. You currently must have BfA in order to pre-purchase Shadowlands. As the others mentioned, tradition stands that it should eventually roll into the base game, but it will likely happen much closer to the expansions release.
