If I bought the WoW Epic Upgrade from the sale, would I still get the 30 days of subscription time?
If you look under the comparison chart, it does indeed come with 30 days of game time, regardless of on sale or not.

The base game is free, so it shouldn’t be asking you for any money at all. Where is it asking you to pay for the base game?
A few things to check:
Are you sure you’re not trying to log into the wrong WoW account by chance?
Sometimes, in the desktop launcher, the drop-down for choosing your WoW account will change to a different account (assuming you have more than one account).
You can also double check at the link below that you upgraded the right account (in case you upgraded the wrong one or created a new one by accident):

If you did make a mistake, you can put in for a refund so that you can add the expansion to the correct account.

Anyone know if this is still the case when purchasing today? (I wish to gift to a friend for the holidays)
The war within I believe does, you can not currently get the Dragonflight epic or heroic upgrades.

The base edition of DF indeed does not come with game time then? Only TWW?
Nope, and only TWW Epic version does. But your friend can get DF for free with an upgrade to TWW if they do not already have it.
