I’ve been doing Trick or Treat on 12 toons everyday and have received several stacks of toothpicks across them all. They seem to be more rare than other consumables, though.

ive gotten tons of toothpicks…on all the lvl 1 alts i made in order to get wands without having to buy them off others.
have yet to get a toothpick on my main yet, nor the pet/helmet. feels like i’m gonna get screwed on the achieve due to RNG and miss out on my violet protodrake

Got them on my 1st out of 2 trick or treats
Only on alts. 
I destroy these worthless things regularly. Even vendors, which buy practically anything, don’t want toothpicks. I hit the innkeepers for the percentage food, not any of the other junk. At the masks can be sold so you can get rid of them faster.

I got two of them in about six try, maybe I got lucky.
I’ve got like six stacks of them so far.
I’ve got several sets on most of my toons.
It would be cool if we could flick those tooth picks in people’s faces like the “Bad Guy” Razor Ramon use to do.
I’ve gotten bunches of toothpicks on my alt, but my main has yet to get a single one. RNG just sucks sometimes.

My rate for them is about 20% and the actual rate is supposed to be about 10%.
They do exist. I just finished the final achievement for the meta today. I received my pet, the hallowed helm and the toothpick all from the hourly trick or treat cooldown from the inn keeper. I even have multiple alts with it as I fished for wands to help guild members get their wand achievements.
