Its random.
It is random IF one drops, but it is not random which they drop.

On the bright side, you can specific que for the celestials that drop the sigils you need with no lockout.
Keep it unequipped until it’s gemmed.

yes but the drop rate is garbage. You can spam them for hours and not see even one.
Seems to be around 1/5 in term of droprate. Definitely annoying for alts if unlucky. With a good group you can clear scarlet halls (for wisdom sigil) in around 5 min so that one can be speed run a bit and there’s no cd on specific queue with celestial which makes this also easier.
I did like 14 dungeons other day and got 2.
Increase the drop rate imo

Don’t feel too bad I did 12 got 1 next day did 16 got 1.
This is one way to get you to really strongly dislike doing celestial dungeons.
Once I get my last 3 never doing another dungeon at any level for a long while.
Perfect. I had a heckuva time getting the wisdoms, ended up with 18 before I got to 10 powers. Unlike the previous poster, I have a gem but no weapon to put it in.

They have a chance to drop on the last boss in every celestial.
Wisdom = final boss being a caster
Power = final boss being melee.
