No blizzard doesnt delete toons they will be there but depending on the length u may have to create a lvl 1 toon on the realm to refresh it.
Your name will become available for release and subsequent claims, if you’re away for a period exceeding that of two expansion lengths.
I believe this period of being away needs to be completely inactive battlenet, not just the wow account, as well. So, OW, Diablo, or another wow license under the same account will keep those names from being lost.
Your characters will be fine. I took a break for the entirety of BFA and came back with the next expansion. No problems.
I’ve taken several years off before, and my characters are all still there. They won’t delete them or anything, though if you are gone for, I think something like 6 years or something like that, there is a chance that names will have been taken
The most that can ever happen is that your character names will be freed up after two expansions of inactivity. Your chars will always still be there.
However, you do want to do a few things to make sure your account stays safe while you are inactive!
- WRITE DOWN the email and password you are using and put that somewhere safe.
- If you can, put an authenticator on the Battlenet account. Write down the Serial Number and Restore code (if that is still a thing now that it is integrated into the Bnet app)
- Write down what phone number you have attached to the account
- The email on the account needs to stay secure an kept up to date so you can always get access again - if you have something like gmail, set up secondary authentication on that to keep hackers out of your email.
- Clear your auctions and mail in-game
- Maybe even settle your chars in your favorite inn for a nice long rest

Second the advice to check auctions & mail. Because I never plan to stop playing, I’ve lost stuff that way. I think I had the Pandaria engineering mount on the AH once. Don’t know if I lost the mount or the gold (or maybe just my memory and I didn’t really lose it) but we’ll never know because it was months later by the time I logged in again.
All you need to do is log in to any character below level 20 (or create one) once a year and log back out and all your character names on any WoW License on that BNet account are safe.
