I finished the DK starting zone and have checked into an inn but my Scourgestone is still not available and I can only use DK gate portal which only gets be back to Ebon Hold.
May only be used while a servant of the Lich King.
This should be listed in the tooltip for the item. If you’ve completed the starting zone/intro DK experience then you’re now free of the Lich King. You should be able to acquire a normal Hearthstone once you visit an Inn.

Just to clarify, if you checked in at an inn (meaning you clicked the “Make this inn my home” option), then a Hearthstone should be automatically generated and placed into your bags.
