/facepalm - I guess you didn’t play Vanilla WoW back in those early years? When the OP is talking about PvP and honor points and uses the acronym DK, that means Dishonorable Kills.

then make it easier to follow. im not going to delve into the 8th dimension and reassemble the laws of physics to try and understand the randomized collection of words you hope mean something
wat. You don’t need a beta for a single mechanic change. You can run an isolated instance with the change to check for stability and verification of the change itself.
Coding is literally lines of text. The most difficult thing would be isolating the actual code that begins dk behavior. And since that is a behavior unique to only certain flagged npc’s, it wouldn’t be that hard.

Regarding the OP’s concerns which I do understand, I honestly do not see any difference in rolling out DK’s in phase 2 vs phase 3 and am fine with either.
Taking a hit for killing NPC’s is a none-issue, as you should really be targeting players out in the world. If you decide to fight other players near NPC’s, then you risk the collateral damage and penalties associated with that.
It was common during the time I played where the player base from 1 side would start to outnumber the other side, and get pushed back into town or at a spawn location.
This would flip fop off and on for hours, making for some fun drawn out fights and the those getting pushed back into town would commonly try and get the NPC’s to assist (especially if they were higher lvl ones) in order to help push back.
Take your gains and losses, having this in phase 2 will not in any way impede or prevent players from advancing in PvP ranks. I feel the ones that may not like this are those who feel they can’t accomplish their PvP ranks fast enough if they have to be careful of who they are targeting while fighting.

yes, and Blizzard picked a time in classic, in this case 1.12, they even explained at blizzcon, in great detail and why they picked that mark, and they are trying to recreate what we had at that mark, for good and for bad…
and at 1.12 we had DHKs ?, so DHKs it is… then we can argue good and bad mechanics, and as someone said, -“The road to hell is paved with good intentions” and all those intentions of change ultimatly lead to retial…
