I agree with the OP 100%. Making spec swaps available mid-raid is self defeating because for serious players it will lead to two raid specs, instead of one raid spec and one open-world spec.

Right and you’re simply wrong, there’s no reason for more than couple people to ever b switching specs in most raids because the role requirements are very static.

You might have 1 or 2 tanks/healers switching but the majority of people will never do it. Just like every other version of WoW.

So you can’t actually explain why more than a few people would ever be switching specs in raid

BTW I don’t disagree that there’s some super min maxxy things that ultra sweaty parse guilds will do. That’s not representative of the majority of players, and for that matter it’s the kind of things those guilds want to do.
