It’s even less because you can mail over Primal Chaos to craft your two bits of 424 crafted gear and then do the weekly spark quest for a 421 trophy piece. 
Fill out the rest of the slots with 411 then rush either weapon or tier pieces.

Of course it’s not that simple, tbh pve set bonuses should not work in PvP situations imo… but it is what it is.
Enchants don’t count, as anyone can apply them even on honour gear.
Gems are a niche, it’s not all that easy to get a socket unless you bought a Lariat necklace… which again is available to anyone with gold including gems for it.
There’s also the option of buying PvP starter gear from the AH which is dirt cheap now, which you can then do some world PvP stuff and grab some epics through that system.
Like you said, it’s not that simple, but it’s also not that hard to gear if you want to.

Every accusation is a confession, tho I’m really not sure what your problem is or what you think mine is, we’re both geared.
If either you can come up with a reason why you don’t believe there should be a catch up system for alts like there was in WoD without acting like spazes let me know.

Its all good. I agree that it’s really easy to gear right now, but I don’t even log in every week. when I came back about 3 weeks ago I didn’t even know where to get the quest for the tier set bonus item. I don’t know what to do with my primal chaos. All of these items and processes I have to go through are just kind of annoying. It would be nice to just log on and be able to Q up like an arena tournament realm or the beta of the game

I’m in the same boat, while it’s definitely easier than the last two expansions it would be nicer if gearing for alts was faster. Alot of people that PVP just want to pvp.
I miss the times when gear was scaling depending on your rating in pvp.
Spamming Solo Shuffle in full duelist gear on enhancement spec with chain harvest 1 shots. Man goog times.
In my opinion, the best thing to do is

buy greens with vers and ur main stat

go to somewhere and look at talents for pvp they’re very different from pve and also things like enchants, gems (murlok is best imo)

If you have a ton of primal chaos left over, you can craft two 424 iLvL pieces with the cheapest mats because in PvP its max iLvL no matter what. (Waist and Legs for cloth, head and feet for everyone else I believe)

Farm epics/randoms until you have around 12.3k honor. You should be able to buy an entire PvP honor set at this point. equip it save it as a pvp set and do random bgs as your heart desires and but some conequest gear on the way.
If you have tier pieces if they’re decent iLvL (405+) don’t replace them with honor gear. Wait until you have conquest piece to use charge on

There’s no need for a catch up system for alts. It’s insanely easy to gear. Almost falling asleep easy. Sorry you might have to put in two hours of work to get some gear.
considering most people in rat league are fully geared youre going to hang out with the sweatiest of the sweatiest trying to get your conquest, or you can bank about 200 conq per day until youre fully geared.
horrible system.

Epic bgs, shuffle, world pvp weeklies, bg weekly, daily box drop, daily bounty. That’s an easy 700-800 conquest in one day, and easily 200-300 a day without the weeklies.
