In Cataclysm you were limited to gaining 4375 rep with your guild per week. I logged in today, started my grind and I got 1050 rep before all quests stopped giving guild rep. And yes they’re proper level quests with exp rewards.

I got friendly just just a little while ago so I’m not sure what happened with your rep gains…
Yeah mine started again but something seems to be really broken. The standard requirement is simply if the quest gives exp it should give rep (to stop you from using grey quests). This hasn’t been the case for me, about 50% of all quests I’ve done today (a lot of quests) have simply not given rep despite giving exp. I’ve done chains wheere I turn in 2 quests with the same level and exp and only 1 gave rep. I just hit half way through Honoured but by basic napkin math I SHOULD be well into Revered at this point had all the quests properly given rep.
Not exactly b/c grey quest give exp (albeit much less!). Specifically, the quest has to be at least green to qualify.
If all your quests were green, yellow, orange or red… then I don’t know…
