You may have been connected to a more active realm group for that time.

actually that was because of the weekly raid that gave 5 bonus badges of frost introduced in 3.3, prior to that, guilds ran Nax or they ran the latest raid, during ToGC I saw plenty of guilds trying to get into leveling starting nax and recruiting pugs and plenty of guilds recruiting people with raid gear already for TOC and TOGC, seldom saw an uludar pug, it was mostly guild runs to complete the legendary or to get some important items or mounts that remained relevant, but that wasn’t for random pugs. Random raid pugs came about because of the weekly raid.
