I think its because they have devs who dont really play the class or like it.
I mean if they meant things like looking to adresss your peaks and valleys actually do that. Damn annoying thinking yes nether portal going to see some tuning and talents that never get picked as well.
But they ignored all the burst cds, ignored all the talents that almost never get picked (in pve thats dooms whole line, stolen power(never picked for anything horrible placing/proc rate/umbral(still going to most likely be ignored)/pact of mother/that strange talent for more core procs on imps.
And instead hit the ones that are picked due to actually functioning well. And replaced them with garbage like umbrals more over passive crit for pets. Good way to tells how bored or uninterest someone is at their job.
And like someone said some of the dead talents have been there since release.
