Some leather pieces are BIS for warriors, yes. Whether or not that item in particular was, I’m not sure. Classic gearing is not as simple as retail, leather that has ARP, crit, and agility is going to be crazy good on a warrior because they like those stats.
Armor type means nothing for anyone but tanks.

Just want to add in that arp is absolute dog until you can get tons of it.
Show me a single sim right now that weighs arp at least 0.5 of a single point of ap.

It was just an example, I don’t actually know what gear is good right now, my point is that plate wearers can/do use agility off pieces and leather gear depending on the situations, and that it isn’t necessarily wrong of them to roll on it.
Yes. If the group cares more about performance than gearing speed. I prefer to play this way but most humans have serious issues with randomness. Thinking fallacy, kinda thing.
You just gotta go the extra mile of making your own groups and seeing the loot rules ahead of time. That’s what I do as a rogue and I’ve had no issues with non leathers rolling on leather gear.

The armor type bonus doesn’t come til Cata.
This isn’t retail where you get a bonus for wearing your class armor type.
If an item has better stats for you then it’s free game.
If you opt to roll as a resto druid or boomkin, be prepared to be rolling on cloth.
If you play a holy paladin … same thing.
Agility is just as good for a war as it is for a druid … just as strength is good for a druid as it is for a warrior.

Unfortunately, yes. Warriors benefit from stats like crit, armor pen, expertise, agility too. The value of the armor does very little. Things get better in raids, but there are still some BiS items that are leather.
I mean it’s not an unwritten loot rule but an upgrade is an upgrade I’d question if the tank was rolling on it.
I believe a way Blizzard tried to fix plate wearers using leather is that they made armor effect attack power with a talent (can’t remember which).
As for Shaman and Hunters idk, I think it’s fair game that they can roll on leather if it’s good for them.
As a spellcaster druid, I always check with the clothies in the group and give them priority before I roll on a cloth item. It seems fair considering the available pool of upgrades I can use is larger than theirs.

Sure it is because some of your BiS items are going to be Leather for Warriors. That is what is great about WoW is you don’t have to wear plate and can use other armor types to make builds.
Eventually Blizz did address this and introduced Armor specializations in latter expansions where if wearing all of your specific armor type you got a bonus to tame down the strong need to wear different armors.
I mean if in a guild run you should be kinda up front why you are in that dungeon and what items you are after.
