I would have never assumed so, truthfully. The concept of gender differs for dragons and they base their visages on whatever they feel like.

Much like a man who chooses to play a female character does not have to identify as a woman.

Edit: That said, to re-iterate a point I made somewhere below. Her being trans, if confirmed and the true intention of that short story, is completely fine and harmless.

Chromie has always used She.

Chromie is a she. For a while, Chromie wasn’t trans, she just had a kinda “masculine” name.

Technically the Visage day thing is non canon (Or so I thought). Whether she’s trans or not it’s not that important. She’s just Chromie.

Edit- Chromie is like blue Confirmed trans which still isn’t a problem as it doesn’t change her from being a she.

Afterwards, she/her in both mortal and dragon forms.” In the lore, Visage Day is the ceremony where bronze dragons choose their mortal forms, placing this story somewhere before the events of World of Warcraft.
