"Delegation" Quest question

I saw that Blizzard said that people who used the foci and completed the quest: “Delegation” Can open the portal for anyone else afterwards.

If someone has the portal opened for them, and does the quest. Do they also have that ability? Or is it only people who fully did the Foci and used them personally that can open the portal again?

Only the people who did the full thing to get the item can open the portal
