In Dr. Stone’s description of evil, in that show Most Evil, it’s the intentional part that makes the difference. You are correct in that if someone stole a paperclip, I would not be bothered, but the person’s intention was to cause pain. So the act is evil, as you said, even though no pain inflicted.
It’s like shooting a gun at someone with the intention of hitting them, but you missed. No pain, but clearly evil.
Which as I said, it is the ethical standard not followed.

A cat won’t judge another cat for playing with its prey. That said, this line of thought is rather too anthro-centric. Humans are not the only species to develop ethical standards, though the phenomenon tends to be confined to higher order mammals. Something about handicapping the application of our intellect so it doesn’t cause our social groups to self-destruct.
And that’s the philosophical space where the concept of evil dwells. We can accept that everyone is out for themselves to some degree, but at the same time recognize that just because you can get away with something doesn’t mean that you should do it anyway. Even if there are no immediate consequences of such actions, the accumulation of unethical behaviors by many individuals over time will erode the social framework which provides the context in which prosperity is achievable.
Evil is promising you will listen to your playerbase, creating hope in them. Then silently ignoring them entirely for months on end with zero communication even acknowledging their existence, even as they iterate and provide absolutely OUTSTANDING feedback related to their class and spec.
