You do realize Blizzard can’t force people to join your pre-made group in LFG right? Adding m+ to to LFG as a queue like LFR/LFD would be insanely disastrous as well. So if you want a solution join a guild or find a group of friends who all play the same time as you and want to do M+ as well.
Otherwise, can’t blame Blizzard nor ask Blizzard for a solution that is community run.
I hate pvp too. I really really love doing pve content.
I cannot progress further than M14 though without better upgrades myself. Unfortunately the game locked 9 of my 12 best stat pieces behind rated arenas. I suck so bad at these and yeah, the game lost a tank that takes over 80 of its players per week minimum through 10-14 keys and traded it for a pvp havoc dh at 1100 rating.
I wouldn’t say you’re locked at +14. As a Vengeance you’re pretty well wanted, and I’m only 210 or so myself and am pushing for +15 and perhaps beyond.
But again, that’s up to you. I wish you luck in your PvP adventures.

And i hit a roadblock at the 14-15 level. I am 216 ilvl in my full pve gear but with bis PVE gear i end up at 7% versatility and 54% mastery.
i see you’re ilvl 207. what keys are you trying to get into? what is your io score? im genuinly curious if this is an issue with classes other than my own. i have no problems getting into 12’s with an io score of 1000 on this boomie. i have yet to try to pug anything higher because i have guild mates for that tbh.
i can even pug 10’s and 11’s on feral and i tell them im feral in the note and i still get invited. im genuinly curious what the issue is boiling down to with other people.
io score is over 900 and my ilvl is 207 because I have to swap out all my pve gear for pvp versatility when running arenas.
My ilvl in PVE content as a tank is 216.
Am immediately solution is to go tank.
The problem with low keys is they are essentially useless because the drop rate is so low and gear drops lower than wq until 10+. It’s almost a waste of time to do.
If you are queueing to higher keys than you just don’t have the xp and there’s no reason to Inv someone who may potentially be absolutely horrible. Push your own key or run with friends to build your resume
saying that only means you haven’t joined a guild or if you have you do sub 10 keys only 
at this point i think it’s a stereotype that guild groups are always deplete groups
join a guild is useless unless your inside the clique btw
i want to see people join a half decent guild and start asking for kids randomly in gchat
only people u will get is the rejects lol in ur case other rejects 
that said op your on alliance keys are pretty sparse there the higher up you go i would suggest horde or joinin a mythic communit(much better than a guild tbh)
In progression raiding guilds, you make sure everyone gets their key done for the week, as it’s in everyone’s best interest to make sure the whole team is as geared as possible.
Some random trade chat guild, sure, that wouldn’t necessarily be helpful.
